• .bit file has no effect on config and build, only packaging?

Explained here; add to petalinuxbsp.conf:

EXTRA_IMAGEDEPENDS_remove = "qemu-helper-native virtual/boot-bin qemu-xilinx-native"

Doesn't stop error; next try removing “qemu-native”.

$ petalinux-create -n flint -t project --template zynqMP
$ petalinux-config --get-hw-description <dir of 2019.1 hdf file>

or:

$ petalinux-create -t project -s <path-to-bsp>
